ความหมายของสารต้องห้ามทางการกีฬา

สารต้องห้ามทางการกีฬา (Prohibited Substances) หมายถึงสารที่เมื่อเข้าสู่ร่างกายนักกีฬาแล้วสามารถเสริมประสิทธิภาพการแข่งขัน ส่งผลเสียต่อสุขภาพ หรือขัดต่อจิตวิญญาณของกีฬา ตามที่สำนักงานควบคุมการใช้สารต้องห้ามทางการกีฬา (DCAT ภายใต้ SAT) กำกับควบคุมภายใต้ พระราชบัญญัติการควบคุมการใช้สารต้องห้ามทางการกีฬา พ.ศ. 2555 และประกาศจาก World Anti-Doping Agency (WADA)

กรอบกฎหมายและระบบกำกับ

  • พระราชบัญญัติการควบคุมการใช้สารต้องห้ามทางการกีฬา พ.ศ. 2555 ให้กระทรวงการท่องเที่ยวและกีฬาออกประกาศกำหนดสารต้องห้ามตามคำแนะนำของคณะกรรมการควบคุมสารต้องห้าม (Sport Doping Control Commission)

  • เมื่อมีประกาศแล้ว นักกีฬาหรือผู้เกี่ยวข้อง ห้ามใช้ครอบครอง ส่งต่อ จัดหา หรือชักชวนให้ใช้สารต้องห้าม รวมถึงพยายามปกปิดหลักฐานการใช้ หรือหลบเลี่ยงการตรวจสอบ

  • หากมีการละเมิดนักกีฬาจะถูกดำเนินกระบวนการลงโทษผ่านคณะกรรมการไต่สวนและผู้เสียโอกาสมีสิทธิยื่นอุทธรณ์ภายในช่วงเวลาที่กำหนด

รายการสารต้องห้ามตามมาตรฐาน WADA

WADA Prohibited List แบ่งสารออกเป็นประเภทต่างๆ อาทิ

  • S0: สารที่ไม่ผ่านการอนุมัติจากองค์กรสุขภาพ

  • S1: สาร anabolic agents เช่น steroids, clenbuterol

  • S2: ฮอร์โมนโปรตีน และปัจจัยการเจริญเติบโต เช่น EPO, hGH, IGF-1

  • S3: beta‑2 agonists

  • S4: modulators ทางฮอร์โมน/เมตาบอลิซึม

  • S5: diuretics และ masking agents ใช้เพื่อซ่อนการใช้สารต้องห้าม เช่น hydrochlorothiazide, chlorothiazide

  • S6: stimulants เช่น amphetamines, methamphetamine, methylhexanamine (DMAA)

  • S7–S9: รวมถึง narcotics, cannabinoids, glucocorticoids

  • P1: beta‑blockers ห้ามใช้ในกีฬาบางประเภท เช่น การยิงปืน หรือกีฬาที่ต้องควบคุมอัตราการเต้นหัวใจ

บทบาทของ DCAT และ SAT

  • DCAT (Doping Control Agency of Thailand) เป็นหน่วยงานภายใต้ การกีฬาแห่งประเทศไทย (SAT) รับผิดชอบจัดเก็บตัวอย่าง ตรวจวิเคราะห์ และให้ความรู้เกี่ยวกับสารต้องห้ามแก่นักกีฬา ตามแนวทางกฎหมายและมาตรฐานของ WADA

  • SAT ได้พัฒนาระบบ STAM (Thailand’s Anti‑Doping Management) เพื่อบริหารจัดการกระบวนการใช้สารต้องห้ามอย่างมีประสิทธิภาพ

แนวทางการปฏิบัติของนักกีฬาและผู้สนับสนุน

  • นักกีฬาต้องศึกษารายการสารห้ามเป็นประจำ และหลีกเลี่ยงการใช้ผลิตภัณฑ์ที่ไม่น่าเชื่อถือ

  • หากจำเป็นต้องใช้สารเพื่อวัตถุประสงค์ทางการแพทย์ ต้องยื่นขอ Therapeutic Use Exemption (TUE) ผ่าน DCAT และได้รับการอนุมัติก่อนใช้งานจริง

  • ผู้ฝึกสอน ทีมแพทย์ และผู้เกี่ยวข้องควรได้รับการอบรมความรู้ด้าน anti‑doping รวมถึงเข้าใจบทลงโทษหากมีส่วนเกี่ยวข้องกับการละเมิด

1. ความหมายของการล้มกีฬา

“การล้มกีฬา” (match‑fixing หรือ intentional underperformance) คือ พฤติกรรมที่นักกีฬา ผู้ตัดสิน หรือบุคลากรกีฬามีข้อตกลงล่วงหน้า ให้การแข่งขันไม่ตรงไปตามผลลัพธ์ตามปกติ เพื่อผลประโยชน์ เช่น การรับเงิน ทรัพย์สิน หรือผลประโยชน์อื่นเพื่อให้การแข่งขันออกมาในรูปแบบที่ต้องการ

2. กฎหมายและบทลงโทษ

ภายใต้ พระราชบัญญัติส่งเสริมกีฬาอาชีพ พ.ศ. 2556 ได้ระบุมาตราที่เกี่ยวข้องดังนี้

  • มาตรา 64 ระบุว่า ผู้ให้, ขอให้ หรือรับผลประโยชน์ใดๆ เพื่อจูงใจให้นักกีฬาอาชีพ “ล้มกีฬา” มีโทษจำคุกสูงสุดไม่เกิน 5 ปี หรือปรับตั้งแต่ 200,000–500,000 บาท หรือทั้งจำทั้งปรับ

  • มาตรา 67 สำหรับผู้ตัดสินที่รับหรือยอมรับผลประโยชน์เพื่อตัดสินไม่ตรงความจริง มีโทษจำคุก 1–10 ปี หรือปรับ 300,000–600,000 บาท หรือทั้งจำทั้งปรับ

3. การกำหนดแนวทางเชิงบังคับ

การกีฬาแห่งประเทศไทย (กกท.) ร่วมกับสมาคมกีฬาอาชีพต่างๆ กำหนดกติกาแข่งขันกีฬาอาชีพที่ระบุแนวทางป้องกันการล้มกีฬา รวมถึงบทลงโทษหากมีเหตุการณ์ขึ้น โดยบังคับใช้ในกีฬาที่ได้การรับรอง เช่น การแข่งขันรถยนต์/มอเตอร์สปอร์ตระดับชาติ

ระบบเฝ้าระวังและตรวจสอบ

  • มีการแต่งตั้ง คณะกรรมการเฉพาะกิจ สําหรับตรวจสอบการแข่งขัน รวมถึงเฝ้าระวังพฤติกรรมที่อาจบ่งชี้ว่ามีการล้มกีฬา

  • มีการติดตั้ง กล้องวงจรปิดหลายจุดภายในสนาม เพื่อใช้เป็นหลักฐาน และตรวจสอบย้อนหลังได้ หากสงสัยว่ามีพฤติกรรมผิดปกติหรือการล้มการแข่งขัน

4. แนวทางป้องกันการล้มกีฬา

✅ แนวทางเชิงองค์กร

  • สร้าง วัฒนธรรมต่อต้านการทุจริตในกีฬา โดยองค์กร เช่น กกท. และสมาคมกีฬา ประชาสัมพันธ์อย่างต่อเนื่อง

  • จัดให้มี ช่องทางร้องเรียนอย่างปลอดภัย (whistle‑blower) ที่ไม่เปิดเผยตัวตน เพื่อให้ผู้เกี่ยวข้องหรือผู้พบเห็นสามารถแจ้งข้อมูลได้โดยไม่ต้องกลัวผลกระทบ

✅ แนวทางเชิงเทคนิค/การแข่งขัน

  • ติดตั้งกล้องวงจรปิด หลายมุมในสนามแข่งขัน รวมทั้งมุมที่จับพฤติกรรมของผู้ตัดสินและนักกีฬา

  • ใช้ คณะกรรมการตรวจสอบพฤติกรรมแข่งขัน ทั้งก่อน ระหว่าง และหลังการแข่งขัน เพื่อรวบรวมหลักฐานที่อาจบ่งชี้พฤติกรรมผิดปกติ

✅ แนวทางกฎหมาย

  • ให้ความรู้เรื่องกฎหมายและบทลงโทษ เช่น มาตรา 64 และ 67 แก่นักกีฬา บุคลากร และผู้เกี่ยวข้อง

  • ต้องมี มาตรการบังคับใช้บทลงโทษที่ชัดเจนและโปร่งใส ทั้งทางวินัย สัญญา และทางอาญา

✅ แนวทางส่งเสริมคุณธรรม

  • จัด การอบรม/สัมมนาด้านจริยธรรมกีฬา สำหรับนักกีฬา ผู้ฝึกสอน ตำรวจสนาม ผู้ตัดสิน และเจ้าหน้าที่

         การล้มกีฬาไม่เพียงแต่สร้างความเสียหายต่อความเชื่อมั่นของผู้ชมและสังคม แต่ยังเป็นการละเมิดกฎหมายกีฬา หากตรวจสอบพบผู้กระทำ กกท. มีกรอบแนวทางป้องกันตั้งแต่ระดับนโยบาย ระเบียบการแข่งขัน ระบบตรวจสอบ และบทลงโทษทางอาญา การดำเนินงานเชิงรุก เช่น การติดตั้งกล้องวงจรปิด การตั้งคณะกรรมการตรวจสอบ และการสร้างวัฒนธรรมที่ไม่ยอมรับการทุจริต จะช่วยให้วงการกีฬาของไทยแข็งแรง โปร่งใส และเปี่ยมคุณค่า

SRO’s Balance of Performance (BoP) Introduced for 2025

As part of this partnership, TSS and SRO have agreed to implement SRO’s globally recognised Balance of Performance (BoP) regulations in the popular GT3 and GT4 categories. This ensures a level playing field for all competitors, reinforcing fairness, competition integrity, driver confidence and international credibility. With this innovation, the series promises edge-of-the-seat action, where talent and strategy will make the difference between victory and defeat.

A major technical shift for the 2025 season comes with the introduction of Pirelli as the official tyre supplier. This move aligns TSS The Super Series with SRO’s global championships, as Pirelli exclusively supplies tyres to SRO-run series worldwide, including GT World Challenge powered by AWS, GT2 European Series powered by Pirelli and all standalone GT4-licensed championships. Now, TSS The Super Series competitors will use the same race-proven supplier as their European, American, Australian and Asian counterparts.

Towards Global Recognition

This partnership with SRO Motorsports Group represents another pivotal milestone in the TSS The Super Series’ drive to internationalise the championship. Alongside returning to Buriram and the legendary Bangsaen street circuit, the series will maintain its key event in Malaysia, with a double-header scheduled at the Sepang International Circuit.

In recent years, the organisation has made significant strides in enhancing the series’ profile both domestically and on the global stage. All communications are produced in both Thai and English, ensuring broad accessibility. Moreover, each event is streamed live, with commentary available in Thai, English, Chinese and German, ensuring an inclusive experience for a diverse international audience.

2025 Season Kicks Off with High-Profile Test Days

Marking the dawn of this new era, the TSS The Super Series 2025 season roared to life with two days of intensive testing at the Chang International Circuit. The TSS Test Days saw an unprecedented 106 cars from TSS The Super Series and B-Quik Thailand Super Series hit the track, setting the tone for a landmark season ahead.

The paddock showcased an impressive grid, featuring 14 world-class manufacturers, including Aston Martin, Audi, Chevrolet, Ferrari, Ford, Honda, Isuzu, Mazda, Mercedes-Benz, Mitsubishi, Porsche, Suzuki, and Toyota. Fans were treated to the debut of new-generation GT3 titans, such as the Ferrari 296 GT3 and the Porsche 911 GT3 R (Type 992), offering a glimpse of the thrilling battles to come.

The series’ growing prestige continues to attract some of the finest regional talent, alongside internationally renowned GT stars. Former F1 driver Markus Winkelhock was a regular on the GT3 grid last season, while global GT icons such as Earl Bamber, Edoardo Mortara, and Pierre Kaffer have previously taken part in selected rounds.

During the Test Days, ex-Formula 1 driver Gianni Morbidelli took to the Chang International Circuit, putting the Ford RR Daytime GT Coupe prototype through its paces in the GTC category. The Italian touring car ace’s expertise has been pivotal in the car’s development, with lap times improving steadily throughout the sessions.
